Exactly, which is why the seller (Russia) wants more money from the buyers (West). And/or more "resources" to manage (Ukraine) ;) All large resources are managed by police states, far as I can tell. The U.S. is an exception because of historical and geographic quirks. I believe much of WWI and II were a fight over who makes money from what and how much.
