Germany for an example. The cost of a manufactured car there is a combination of Russian gas and Germany tech, to keep it simple. As Germany went green they realized they couldn't produce enough green energy and expected Russia to sell them gas to compensate while they figured out the problem (which is they were idiotic ;) ).

I don't believe it's the only issue for the Ukraine war, but it's a factor. Same for Israel, they couldn't afford to bring Palestinians out of poverty or guard the wall.
