Hi Peter. In my opinion, Trump should have been thrown in jail to publicly asking Russia to hack into Clinton's PC. That was before he was elected. He's done so many things like that since and Congress has ignored it (as you point out). I believe the problem transcends partisan politics. The Republicans are easy to blame, but the Democrats have not seriously addressed the social problems that lead to Trump becoming a phenomena in the first place. Republican get elected form people who like him. Democrats from people who hate him. The issues? No one could give a rat's ass ;)
The Supreme Court deals with questions of Constitutional law. I don't know how they'd lock anyone up if they wanted to. Have they ever? There are plenty of mechanisms to put Trump in jail and yet year after year he's free. I don't believe the Supreme Court is responsible for that. It's the Court of last resort for entities who believe a decision in the lower courts is unconstitutional.
What bothers me is the public doesn't seem to understand the basic operation of our society or government. If there's a problem, it's with the criminal courts. It's with Congress.
My guess is everything is working more or less fine. Trump or Biden, both are the same for those with real power.
