I have no proof. I take it as a priori that all super powers pay money under the table to protect their interests. Why wouldn't India do so? Am I to believe that wherever Pakistan or China prods them on their border India kills whoever is armed locally (instead of paying them off). I wasn't trying to make India appear as a trouble maker. I was only pointing out that India, just like the U.S., must prevent problems from arising from this new development.

Funding militant groups is never desirable, of course. But it's often better than the alternatives.
