I think his question is the same question anyone has about war, and has been a question for 2 years--what exactly does each side have? What, in in what quantity, is the U.S. supplying? The general media writes as if this is a known when it never is.

So Shankar is saying well, if we see a lot of damage we can assume a lot was sent. If we don't see much damage, we can assume a small amount was sent for political cover.
