Interesting, but feel you're playing fast and lose with some concepts here. Even the hardest critic of Israel wouldn't argue, I believe, that Israel has a policy of Genocide. Instead, genocide is what we call the net-effect of racism, fear mongering, paranoia, political opportunism, and so forth.
The Hannibal Directive was a specific, focused "policy" having to do with military rules of engagement. It was never meant to be applied to a huge invasion and hostage taking operation. As you point out, in the heat of battle, it was incorrectly applied.
Israel blew up cars with Hellfire missiles which contained non-Military Israelis. One of the reasons the Netanyahu government is so strident about eliminating Hamas is it doesn't want people to stop and think about what that means--for Israel to sacrifice civilians to kill potential terrorists.
Put another way, Israelis would rather be criticized as genocidal maniacs than State-sanctioned killers of their own women and children.
