It's all in that word "chance". There's a chance other drivers and natural phenomena might start acting in a predictable manner. A chance, sure ;)

Then there's the problem that if it did work well, every scammer (extortionist) around will look for exploits. Of course, even there, there's a chance they wouldn't ;)
