It's not explicit. For example, someone might say we need to do X about "returns" say, and even though you know it isn't how you'd want to be treated, you say nothing because it's accepted that it's existing corporate "culture", better for profitability or ease to implement or whatever.
I learned this lesson in my first year of college working for UPS. The manager said, unload the truck in 1 hour but if you can't do that, no break. If you throw boxes, no break. We all did the calculus UPS expected, when the manager was turned away, we threw those boxes. He knew we were doing it.
