"Its" resources and talent? Israel controls what goes in and out of Gaza. Why couldn't it do more to help it become economically successful?

Why do Israelis say "prevailing priority for the Palestinian is to destroy Israel at any cost." when they never visit Gaza and try to keep Palestinians contained behind fences in the West Bank? I mean, how do you know? Seriously.
