My 2-cents is it's the Wagner Group, Prigozhin, who is waging a kind of proxy war against Putin's group. The regular Russian army isn't attacking anywhere, far as I can tell. In other words, Soledar is an internal Russian conflict--which is something we expected early on but forgot about.
