Prigozhin speaks for Putin. If he didn't, the Russian military would have obliterated him and all his lightly-armed forces. It only took one U.S. gunship to kill 300 Wagner fighters in Syria. The Russian military has similar equipment. The Wagner group has no heavy equipment or air power. The Russian military haven't killed him because he is Putin's guy.
Remember, this is a "Special Military Operation" which means it isn't really directed by the military. The Kremlin tells them what to do and they execute it. If they were really involved they would speak to reporters too, like Prigozhen (that is their generals).
Putin, through Prigozhin, is blaming the Russian military for not getting things done. Because Putin doesn't have a good reason to be in Ukraine (now that his plan A failed) he can't very well admonish the Russian military. They'd answer, "Tell use what you want to accomplish and we'll do it." There is no answer for that. So it's all bickering.
What's going on is just like your earlier stories of running businesses in Russia. You tell them what to do and when your back is turned everything is stolen. You can't say, if we don't steal and lie we can built a big business where we can all prosper. No one believes you. Just like Russian soldiers only believe in their next paycheck.
Anyway, there's a lot here you can say but I think you have to rethink what how Putin, Prigozhin and the Russian Military (and the other PMCs, etc) are all jockeying for position in this total clusterfuck.
