She's quite the effective writer with quite the imagination! The only place I believe the U.S. forces a base onto a country that doesn't want it is Cuba. The others WANT a U.S. base. Take the Philippines, the U.S. had a base, they told the U.S to leave, now they told the U.S. to come back.
When Lithuania put the name "Taiwan" on a map the Chinese sanctioned it, going as far as telling some other European nations not to use Lithuania supplies in their projects.
Sanctions are not siege warfare. Russia surrounding Ukraine and preventing its economy to operate out of the Black Sea, that's siege warfare.
I'm up as up for U.S. bashing as the next guy. But in this area I'd have to be shown a better solution or replacement. Cheers!
