So Artemis is supposed to use a rocket that hasn't reached orbit yet? It isn't Congress that NASA needs to get into space--it's a working rocket. Landing and re-using rockets is a nice trick, but has little, if nothing, to do with the engineering needed to get anything into Mars orbit and back. In that regard, Starship hasn't proven that it can get into orbit, let alone to Mars.
