The reason Ivy Leagues can put in top white scholars is they usually come from wealthy families who can support them in their scholarly work. Harvard can pull from that pool in 85% vs the black pool where there is little generational wealth so, like you pointed out, corners must be cut.
The right move for Harvard was to remove the scholarly requirement of the job. To admit they seek the best leaders, not the best scholars. That would no longer be the top requirement. Perhaps it will change after her.
