This isn't your 'A' work. Here you speculate along Biden Administration talking points. Does it matter who fires an American made Javelin, an American or Ukrainian? We are in a hot war with Russia. The sooner all Americans accept that the better. The only question is how hot it becomes.
Why hasn't anyone suggested that the reason the Russian air force isn't engaging in a real way is they are refusing to? Isn't it possible that there's a lot more inter military communication going on than the press understands. As we know from the Taiwan flare-up, for example, generals from the U.S. talk to their counterparts through back-channels in China, Russia and so forth.
Again "would also mean", edit yourself, not that I do ;)
While I'm here. A "no fly zone" is NOT a given. The U.S. has the best offensive air force in the world, no question. But the new Russian anti-aircraft S-400 missile system has not been used yet. We simply don't know if a no-fly zone is really possible. This has been debated in military circles for years . Google S-400 and you'll need a year to read through it all. IMO, that's the REAL reason the U.S. wants to avoid, rightfully so.
