Yes, if we're going to decide a legal issue we need words that will encompass most of the problem, like genocide (or murder). However, during the legal process, those distinctions will be covered in minute detail (in a sense, what it's all about legally).

When I said it's a cheap word I mean it has many emotional overtones. When people use it in writing they're trying to give the reader the feeling that the subject is evil. I do this all the time; I'm hardly innocent. My comment a reminder to myself more than anything.
