Yes, the U.S. is woefully ignorant about the history of the Netherlands. At least I was until I watched a ton of YouTube videos on the subject. Most flash floods here have hit poor areas, or areas where few journalists live. You’d think Sandy or Katrina would have changed attitudes here, but I don’t see it yet.

As you say, there is building on land that is vulnerable. The “waterfront” in Boston has been (and still is) developed with promises that it won’t be hurt by flooding. We’ll just have to see. I’m doubtful. Thanks for the comment!
